Budget Preparation
Policy
Each year, the Fire Chief or designee shall prepare a preliminary budget with assistance from District staff. Prior to review by the Board, the Finance Committee shall meet with the Fire Chief to review the budget proposal.
- The proposed preliminary budget, as reviewed and amended by the Finance Committee, shall be brought to the Board for approval before June 30 at a regular Board meeting.
- A public hearing shall be held to review the proposed final budget, during which any person may appear and be heard regarding any item in the budget or regarding the addition of other items. The hearing on the preliminary budget may be continued at a later date if necessary.
- On or before October 1 of each year, after making any changes in the preliminary budget, the board shall adopt a final budget. The final budget shall establish its appropriation limit. A copy of the final budget shall be forwarded to the auditor of each county in which the district is located.
- A mid-year budget review will be conducted by the Fire Chief and Finance Committee, and the Board shall make any adjustments to the budget that are necessary and adopt such changes during the next regular or properly noticed special Board meeting.
Public Notice
On or before June 30 of each year, the Board shall publish a notice stating the following:
- That the Board has adopted a preliminary budget that is available for public review at the Geyserville Fire Station during normal business hours and on the District website.
- The date, time and place the Board will meet to adopt the final budget and that any person may appear and be heard regarding any item in the budget or regarding the addition of other items.
The Board shall publish the notice at least two weeks before the hearing in at least one newspaper of general circulation. If there is no newspaper published in the District, the notice shall be posted in three public places in the District at least two weeks before the date of the meeting.
